It's misleading to argue the poor pay no Federal income taxes. Because they pay 15.3% in FICA taxes, with Cain's plan they'd only be paying 9% flat rate.

Bullshit!!! To implement Cain plan you have to increase taxes otherwise the entire system collapses, which means: higher transportation costs, higher premiums, higher payments for schools, health care, social services. All the organizations which "should" take care of the poor as Cain said have to increase their tuitions otherwise they will collapse. Everything will go in the hands of a few "too big too fail" wall street driven organizations control everything Mussoli's like.

@nowfabien furthermore, in the AAA credit score countries they have universal services, high taxation for the rich people, strong middle class, extremely wealthy, low unemployment rate, low recession impact, low criminality and poverty rate, huge investments in infrastructures, alternative energy, transportation, the highest export level, regulated banks ... and you still pay in taxes for 1 job and 40h work, qoo time less than what you pay in premiums for 70 h work and 2/3 jobs in the US
