corbono35, Some junior staffer in Congress leaked a document that names over 30 legislators involved in ethics investigations. Some of them are about donations from a defense contractor.

Basically, if I am understanding this correctly; within their committee they make lists of various members whom have spoken publicly to examine what was said for potential ethics violations. From what it sounds like, the newspaper got a hold of one of these lists and they just want to make it clear that if you are on the list, it doesn't mean you did anything wrong.
At least, this is what I took from it. Always open to corrections.
