i feel sorry for this guys family, but after the evens of the london bombings the police were trying to protect the public!
The guy failed to stop when challenged, probably because he was in the country illegally.
The police had to shoot him so many times in the head because if they had only shot once or twice the guy may have still been able to detinate the bomb!
But it seems he was just a hard working illegal trying to make a better life for himself

The interviewed man is more than likely describing one of the Co19 officers (an Asian man). These officers were not wearing uniforms. Thus it is not a police cover-up. Merely a case of a description of events slightly biased by the previous days events.

He was an illegal immigrant, the police made a mistake; had they not shot him and he was a terrorist he could have killed and wounded thousands, what we forget now is this happened a week after a failed terrorist attack and a couple of weeks after the 7/7 bombings.
