Al, you don't ASK if he's loitering. Once YOU'VE determined that he as no business there, then you simply DECLARE that he is loitering and give him a lawful order to leave the building. As soon as he refused to stop loitering, you can have him arrested and taken to jail. You don't sit there and try to have a pointless discussion with a lawbreaker.

Alex Taft, Town Manager, seems to be quite nervous. Mr. Johnson is also nervous. They know that their gig is almost up, and their corruption will be exposed. What a shame that this is going on in such a small town. God bless Mayor Foster, and I hope he will prevail in stopping the town council corruption.
