Perhaps you might want to look up Mike Gravel on Wikipedia. From what you can pull from the documents of the time, Gravel filibustered the two year extension of the draft that Nixon was proposing only to be clotured. The only effect was a temporary interruption of the draft, because the two year extension didn't pass in time. Three weeks or so, from what I understand. That's backed by articles of the NYT and the WP. The funny thing is, only Wikipedia brought it up. Perhaps Gravel could explain.
