After City Hall figured out they had a great idea but really ugly execution, the put the arm on any official disapproval. For example, it is against the law for the US National Park Service on Governors Island to be killing trees with the salt water, but the Mayor and the senior park officials put the fix in against the botanists trying to save the historic trees on Gov Island.
