Going cashless do not eliminate terrorists. It only eliminates money and make you easier to find and prosecute in the event that you become an obstacle. You are the problem. You need to give up your liberty and freedom. Pay taxes all year long and then pay some more at the end of it too. We do it to protect you, you know. We need you in the grid of control.
