You need to have a business account, and you have to upgrade it to Payments Pro, which costs $30/mo on top of your transaction fees.

You get your API credentials (un/pw/sig) via your PayPal account profile. Depending on the version of PayPal you have, though, it might be a little different.

Basically, you're looking for "API Access" or "Request API Credentials" from within your PayPal account profile. Track that down and follow the steps to setup your signature. It will give you back all 3 values.
