Maybe because she is not running but jumping? It would quite heavy to run a marathon on your toes.

You go from bad to worse-- actually there is nothing worse than suggesting heel strikes. Nevertheless, your terse explanation leads people to believe they should use their hamstrings in a way other than to assist the gluts with horizontal propulsion. The heel flick should be accomplished by using the hip flexors to drive the knee forward causing the heel to swing up through the momentum of this action, and not through hamstring effort.
