As soon as I saw these mods online I had to try them out. The game looks remarkably better, especially on night time. To mod this game its important that you run it at least once. Then...
1- Download and install to your GTAIV directory an old version of the
Rockstar Social club found here: http://tinyurl.com/yj5zvok
2- Launch the Rockstar social club program. Download and install patch 1.0.4. If the patch installer says It cannot find GTAIV then you have not launched it beforehand or theres something wrong with your game and you must check the integrity of the files on steam.

3- Get the ICEHancer mod, extract it, cut/paste and replace all files on your GTAIV directory.

4- Totally OPTIONAL, but it helps the scenery, a 7.5gb download of Better City Textures. Again, extract, cut/paste/replace files on GTAIV directory.

5- Download XLiveless. Extract, just copy Xlive.dll to the GTAIV directory. This file is essential for the mod to work but be warned, the menu options appear invisible. Its easy to bypass the first menu after the R* logos show cause you just press 'enter' or 'X' but its extremely difficult to change the graphics settings. If you want to change them, get the XLive.dll out of the GTAIV directory, launch the game, change the graphic settings and put it back in.

6- Launch the game from the application in the GTAIV directory named LaunchGTAIV. If it dosent work because of seculauncher problems, get a crack for the 1.0.4 version of GTAIV.

Mine is too bloomy and bright. I have done everything correct so far EXCEPT I don't have xliveless because of the menu trouble it brings about. Would not having the xliveless be the issue I'm having with how it looks? If it is, is there any way to have xliveless .dll in my directory whilst having menu options?

@flonga1 You need Xliveless.dll for this to work properly. Im copy pasting the solution to the xliveless No Menu Text Problem:
Search FilePlanet for Grand Theft Auto IV - Fonts Mod, download it and once unzipped, copy both "fonts" and "fonts_r" into the "data" folder (contained in GTAIV\common) and overwrite.
