@2danteclone because you can combo with more on lvl 3. In lvl 4 he gets a chainsaw which is good for making the enemy not air grabing you and its damage increase but agian i would say lvl 3 cause maybe you will not get higher than that unless you use dant or trish trick to boost the lvl up. But for me lvl 3 is decent in all the 100 matches i had in online i could never get him past lvl 4. And maybe if you are not good with they will kill Frank really fast.

if frank west cant get to lvl 2 he is pretty much screwed so if you get him to lvl 2 you can play more aggressive with him because of the roll(evade) and obviously after that going to lvl 3 and sticking with lvl 3.
