@alexthesurvivor Thats just how it works in anime and manga. If rocklee had chaka + did the training that he does he would probably be the strongest in the series. The thing is, that would make him more suited to be a better proagonist than naruto. In the end, only the main characters can be the strongest, since they aren't missing anything
