This version with Green Day and U2 is actually a cover of the song called "The Saints are Coming" by The Skids in 1978. U2 and Green Day did this collaboration together after Katrina hit. It wasn't written after Katrina, just revived after it.

Because Katrina was really devastating in New Orleans. And the tune at the beginning of this song is called there was a House in New Orleans...
