@theprez98 - which he never promised not to do. You need to pay attention to the question that was asked. It concerned HOW a signing statement is used, not whether he'd issue them or not.

He doesn't promise not to issue signing statements, he promises not to use them to circumvent the same laws he is signing.
The question is "do you promise not to use presidential signage to get your way?"
If anyone cares to point out where he has, as Bush did, signed a law along with a statement saying he reserves the right to ignore that law, I'm listening.
