They are to IGNORE (ie 'get your way') parts of the law as it has been passed by Congress.

By default any president uses them to 'get his way'.

It is relevant, because the question wasn't "Do you promise never to write a signing statement" - the question was about using signing statements to undermine the very laws he is signing onto. He said he wouldn't, and he hasn't.
