Its message is good tidings of great joy to all people,that means the world. It is associated with a spirit of joy, not from Hell, but Heaven. So it is to this day. Like the Feast of Purim in Esther 9 it is not commanded to be observed in the Bible, but is done out of gratitude to God & like Communion, it doesn't have to be on the exact date it was started.
