But Republicans object, and call Democrats out over their disregard for the rulebook.

What a crooked, rogues gallery! The motion is "out of order" because Howell BELIEVES it's out of order. Do you know the rules, or your JOB? Remember the faces and write down the names -- we need to get these cheats out of office. And that especially means crony Creigh Deeds.
