He's about as old as Captain America, there were a ton of heroes like that, even one with a Shield called the shield that inflluenced his design. Cap is still remembered mostly because Jack Kirby made him and he was part of the early marvel and they brought him back(the Guardian, also made by kirby also had a shield).
