In June, 2011, the Central California Society for the Prevention of Cruelty to Animals (CCSPCA) appointed a new director, giving hope to a number of concerned animal lovers - including Fix Fresno - that it would be possible to begin a real dialog for change at the shelter. At the request of the Board of Directors and the new director of the shelter, Linda Van Kirk, Melissa McDonald prepared and then delivered an in-depth presentation of the concerns many have with day-to-day-operations at the facility - including one of the highest kill rates in the country.
In response, Ms. Van Kirk and the BOD chose to close all future board meetings to the public, citing "disruption" by members of Fix Fresno and others who had attended previous meetings. This was accompanied by a further tightening of the cloak of secrecy the CCSPCA insists it has the right to operate under despite the fact that it operates on more than $3 million a year in taxpayer money from the City of Fresno and Fresno County.
