Those are not U.F.O.s. It is debris caused by the Shuttles' thorazine manuvering thrusters that are used to keep the Shuttle stable while in orbit. What you are seeing are tiny crystals coming in to the field of view after the thrusters have fired. The thorazine freezes because it is minus 270 degrees below zero up there and takes a crystaline shape.
