in the movie, meryl streep is imitatiting anna wintour, the boss of the magazine VOGUE.

Not exactly, she's not imitating Anna as such, but we all know that Lauren based parts of Miranda on Anna as Lauren was her assistant for sometime, so parts of Miranda's character were based upon Anna.

She has her own "Miranda Priestly" character, but yes, the part IS based on Anna Wintour.
