Because in Racing games the environment can be pre-rendered as it is static and the playing area is bound to the track itself.
So the Graphical power is only used to calculate everything that is moving because the scenery is mostly static stuff; that way the GPU has to do less in these type of games.

Forza + Test Drive Unlimited .. would be awesome! And ofcourse on PC. And easy, open multiplayer.

How come racing games always have amazing graphics and amazing frame rates but other games don't or at least fall short when it comes to frame rate? never did quite understand that = /
