What turk means is that the occupation of Iraq has exposed the lies about this war and have largely scapegoated the issues simply to further their imperialistic ideals, enforcing "American values" on other countries, making money and annexing oil. In short he's saying the war is an excuse to steal Iraqs oil, spread nationalistic propaganda though the media (Fox News), and remind the world that USA is prepared to act like a big bully whenever it feels like it.

At first, when you start watching scrubs, you think Kelso's funny, but he's a heartless jerk. Then later on you see episodes like these :) Kelso is one of my favourite characters because, deep down, he's a nice guy.
Oh and btw, the janitor = genius xD his conversation with JD is epic
