The use of aerial and missile technology as a strategic means for warfare has developed tremendously in recent years, while the impact of this development has not been adequately reflected in the current legal framework. In preparing the Air and Missile Warfare Manual, the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University has made an original and timely contribution to the application of international humanitarian law.

The Director of the International Humanitarian Law in Air and Missile Warfare Project, Claude Bruderlein, will provide those in attendance with an overview of the issues surrounding the use of air and missile technology in times of conflict; information about international, regional, and domestic legal instruments for the protection of civilians; and analysis of the gaps in these instruments. His lecture will also mark the release of the Manual, which was prepared with the assistance of experts in the Law of War from throughout the world. Two commentators, one from government and one from academia, will provide insights into how the manual will impact military operations and the development of the law.

Presentation by: * Claude Bruderlein, Director of the Harvard Program on Humanitarian Policy and Conflict Research and advisor to the UN Secretariat on humanitarian issues, the negotiation of humanitarian access, and conflict prevention strategies.

Discussants: * Kenneth Anderson, ASIL member, professor of international law at Washington College of Law, American University, Washington, DC, and a visiting fellow at the Hoover Institution. * Jane Gilliland Dalton, ASIL member and attorney with the U.S. State Department's Office of the Legal Adviser.
