That's Amawa Hibiki, from I My Me! Strawberry Eggs! He (blue ponytail) wants to be a teacher to pay his rent, but the principal (who's all like "Grr!" at 1:16) is sexist against men. So~ to get her cash, his landlady (the really short, old chick) helps him crossdress, creating a "female" teacher named Amawa Hibiki! (loose brown hair, ne?)
^^ 's an awesome show, but it takes a little getting used to. ^^;;
