I believe that Blondie would have won whether he had cheated or not Tuco would have shot Angel Eyes to be on the safe side. Tuco knows that Angel Eyes would betray him the second he got the chance, in the end Angel Eyes never had a chance. I'm not saying Blondie is "OMGWTFAWSUM"! but he proves its better to be the smartest then the fastest and yeah in AFOD he did need a metal plate that again shows brains beats strength.

Yes, but he's not the fastest period. He's one of the fastest but he won't be the best in the end. That's why he needed a metal plate in AFOD, got outclassed by the Colonel in FAFDM and this from GBU.

Look - The essence of Clint's character is that he's smart as well as fast

To further prove my point, even if I don't know a lot about weapons, we see clearly that Clint didn't cock his gun when he shot Angel (he had already done it before the standoff began, probably) and even so, Tuco "shot" his unloaded gun at least TWICE as Clint shot Angel for the first time.

But he did not trick Angel. He tricked Tuco, and that was because he knew Tuco could own him. He was completely confident of being capable of owning Angel, and with Tuco's gun unloaded, he had nothing to worry about. He was smiling the entire standoff. He was a confident man who owned Angel fair and square, even if he cheated to get Tuco out of the equation.
