Of course it was a conspiracy to kill Kennedy. The bullet that hits his head didn't hit him from 3 storeys up and behind him, it clearly hits him more on the side. Besides, they have tried numerous times with experts to get off that many shots that quickly at one moving target from that far away, and nobody can do it. Of course, because it was a turkey shoot. He was not going to get out of that area they were in without being killed. Nothing was left to chance.
