This was a temporary bug on the ptr servers, it was corrected and the patch is now live. You can no longer stack stats.

Wow, I have to say, this video is actually real, I scrolled throught Youtube and found many videos like this, NO PRIVITE SERVER!, Full PTR glitch on this. Wish i would of had time to try it while it was on the PTR, XD. But now 2.4 is live its a lil late now XD
