Yes, the song is about them as aliens observing Earth from space. Hendrix makes references to the grass, oceans, and mountains on Earth and asks if he can land his "kinky machine", obviously his space ship. Later in the song he claims that "Although your world wonders me, with your majestic and superior cackling hen, you're people I do not understand, so to you I shall put an end" It was later understood that the aliens come to Earth and the only intelligent life they find are chickens.
