@vysehrad - the 'Steve Irwin' is also the name of the ship that is used to fight the Whale Wars against the Japanese. It was named in honor of Steve Irwin, the croc guy. You can see the ship and the show on Animal Planet on TV. The Whale Wars team hav a new ship this yr. called the 'Bob Barker' obtained with a $5 million donation from the former Price is Right emcee.

My mouse pad has a picture of a sea dragon on it (the second animal shown in the video). It would be a pity to lose such strange creatures. *Sigh* Quackery leading to extinctions... not very surprising.
Enforcement is definitely a large problem. The best way to help them is first to leave them alone and stop harvesting them, then to educate people about the sea horse's place and role in nature.
