Something that's usually unmentioned is that a hundred or more years ago, if a corporation polluted an individual's property, the individual could take it to court and sue for compensation. As the government has a monopoly on arbitration, they eventually decided big business was more important than property rights in order to compete with other countries. But a system with those property rights actually protected creates a huge incentive to lower pollution, and that incentive no longer exists.

Corporations are focused on one thing: profit. The only way to get them to change is to make it profitable for them to do something. Through legislation we can make it profitable for them to act a certain way.

That would explain a lot of companies resistance to change. Also change is hard, in chemistry its called the activation energy to get the reaction to run. Excellent comment.
