Hmm, nucleation happens on the bottom of the glass which is bound to the seed via surface tension which the buoyancy applies an upwards force on the seed, and as the seed moves away from the nucleation site and the bubble density decreases the attached bubbles disperse, causing the seed to lose buoyancy and sink?
