Marshall High, Pasadena CA, April 2006: "Every 15 Minutes" is a national anti-drunk driving educational campaign designed to educate high school students about the tragic results of drinking and driving. Pasadena holds the event at a different school each year.

this is cheesy as hell and the rap-rave music makes it seem like a joke.

drunk driving isn't funny and this video is a serious mockery of what it's trying to deter.

Based on YouTubers' feedback to these "E15M" videos, clearly most participants don't find the program and presentation to be cheesy.

As to the documentary version here, the opening music dies away to leave only the sound of the dialogue and environment: very effective segue! Besides, the music fits the target audience better than say Schoenberg or the Ink Spots.
