The toilet filling valve shoots water out so fast that it bounces up off the sides of the tank and spills out from under the lid. The situation is compounded when the flapper sticks open on the float and the fill water just keeps soaking the walls, floor and ceiling below. This is an easy repair, requiring a new valve that doesn't spray water so enthusiastically, and a flapper/float arrangement that doesn't hang up.
your fillvalve is broken, I would recomend getting a 2007 model of one. They are much, much easier.
