Some - maybe a lot (I don't know) - dribs and drabs of cash is virtually stagnant in bank-rate savings accounts of older Americans. This could be lured into Federal and state bonds if those treasury(jes)' websites can be made EXTREMELY streamlined & simplified, and the tax advantages of those bonds be shown* to vastly overweigh the differences in the rates of return.
Tie that back to tax forms, and you've got a winner.
