Much of the budget balancing effort by Gov. Jerry Brown is being placed on his effort to redistribute redevelopment funds. That effort is paramount to his plan. The municipalities see this as an effort to keep taxes high, while redirecting the tax revenues to programs and functions of government that are union supported. The taxpayers will not support raising taxes, just as was seen in the Obama administration effort to rein in the Bush tax cuts and let them expire.
