Depends on the game. In this case, its a simulator. It is very similar to a visual novel. And a visual novel is usually an anime showwith slight interactivity and characters that do little but talk and might even change facial expressions every once and awhile. (PM games are not 'slightly interactive however')
While visual novels are not the most exciting games in the world, there are some good ones. Particularly ones by Key.
Kanon, Air, Clannad, and some more I'm sure.
