"Government isn't the answer". What that actually means is that democratic controls should be thrown aside in favour of rampant individualism, something the younger Reagan as a Democrat opposed. And who saves the sinking ship when individualism takes the world to the edge of the abyss e.g. 2008-09? The taxpayer i.e. government bailouts.
