Since our society has adopted increased annual revenue as the main goal for pretty much everyone (including off course companies and corps), I'm not sure we should be too surprised at this kind of behavior. We used to have higher taxes and more regulations but they went away - if we reintroduced them, what's to say they would not be eroded again? People forget so easily.
The problem is not the laws and how to enforce them, it's the whole system that allows this to happen in the first place.

Companies that value profit over social responsibility will always violate the law if it is cost-effective. How many companies go unpunished for polluting the environment and putting communities into harms way? It cannot be helped without regulation by some governing authority that actually gives a fuck.
