In the 1990s Canada, along with other developed nations, faced an economic recession which had a big impact on public sector spending. Canada's provinces were forced to make major cuts to budgets, including health care budgets. Hospitals were closed and staff laid off. In May 2011, the Canadian Health Services Research Foundation and the Nuffield Trust jointly hosted a Masterclass to discuss the learning from Canada's experience of handling a downturn.
Louise Simard was Minister of Health in Saskatchewan at the time. Here she talks to Nuffield Trust Senior Fellow Ruth Thorlby about how she and her cabinet colleagues set about persuading the people of Saskatchewan that their much loved local services would have to be radically changed.
