So, if you were a time traveler wouldn't talking on a cell phone blow your cover a bit? Also, wouldn't you need to bring a cell phone tower with you as well? Also, why doesn't anyone show any particular interest in this person's cavalier use of technology from the future?

If it is a early version of an hearing aid the hearing aids in 1920's are huge and at 3:31 you can see a white two squared object in her hand O_O my phone is also white and no one is around her when shes talking WTF????!!!!!!!

I don't see any physical device in her hand. I see just her holding her hand to her head in an excited self ranting type of manner. Sort of how people hold their hands over their mouth or around other parts of their head. Just a way of expressing themselves. Time travel can't exist because of the grandfather paradox.

Kinda looked like she ws scratching her head and talking to herself. I don't imagine that when we invent time travel devices, we will send a cross dressing lunatic to the past.

Its a Sonotone hearing aid, brand new in 1928, the latest gadget for the hard of hearing, it was marketed to wealthy old women and men. It looks like a mobile phone, but it isn't and as for why the woman was talking, she only began speaking just before she stopped walking and looked at the camera, it was quite obvious she was speaking to the cameraman/director in a "have I done it right?" way.
Heres an image of the Sonotone on google images.

@WiganParanormal Sonotone was established and incorporated in 1929 by Hugo Leiber as an ...
Google it and the first looks like a box radio

@WiganParanormal doesn't she needs to be close to the director so she or he can be able to hear him. If he or she was talking to the director it seems, she or he was talking to him 20 ft away. I dont believe until I see, but also walkie talkies may had existed during those times.

@areljl01 The first radio receiver/transmitter to be nick-named "Walkie-Talkie" was the backpacked Motorola SCR-300, created by an engineering team in 1940 at the Galvin Manufacturing Company (fore-runner of Motorola)
