It's only a crime in Europe. In America, and especially in Philadelphia, an institution can virtually get away with mobbing--with impunity. As long as the psychopath behind the harassment avoids direct sexual and racial discrimination, anything goes.

Also "mobbing" (harassment at work) was and is difficult to proof... however, now anyone knows that it exists and it's a crime.
