Gerald Ford said that when he was in Congress, he'd look down Pennsylvania Avenue at the White House and angrily think "Can't the President see we're trying to do what's right?" Then when he became President, he'd look at the Capitol and angrily think "Can't those guys in Congress see I'm trying to do what's right?"
