Three years ago, the U.N adopted a doctrine to deal with exactly this sort of situation, known as "right to protect", it foresaw the Security Council authorizing a humanitarian rescue operation even without the cooperation of the national goverment. Yet, France's attempt to raise Burma's case before the Security Council on May 8/08 was blocked by China.
For nearly a decade, China has upgrade Burma pre-modern military establishment. Not only has China continued its enormous supply of material, financial and technical assistance, it has also provided direct military expertise to the Burmese junta. Reportedly, thousands of China's People's Liberation Army "PLA" personnel, half of whom are believed to be middle-rank officer and technical experts have been closely supervising military expansion in Burma.
