all the Characters in naruto shippuden ultimate nina 4 here are how to unlock them =D

Gaara (old version) On "Hero Mode", defeat his nearly full Shukaku version using Naruto.

Tsunade On "Hero Mode", unlock the scene where she attacks Orochimaru.

Haku Defeat him in "Hero Mode"

Jiraiya On "Hero Mode", unlock the scene where Naruto protects Tsunade from Kabuto.

Kabuto On "Hero Mode", defeat him using Naruto.

Kankurou (old version) On "Hero Mode", unlock the scene of his fight against Shino during Konoha's Invasion.

2nd Hokage On "Hero Mode", unlock the scene of Sandaime's funeral.

Orochimaru Playing "Hero Mode", you get him in the level after Naruto fights him.

3rd Hokage On "Hero Mode", defeat Orochimaru using him during Konoha's Invasion.

Shizune On "Hero Mode", unlock the scene where Tsunade attacks Orochimaru.

Temari (old version) On "Hero Mode", unlock the scene of her fight against Shikamaru during the Chuunin Exams.

Zabuza Defeat him in "Hero Mode"

Granny Chiyo: Beat Master Mode

Deidara: Beat him in Master Mode

Itachi :Beat Master Mode

Kisame: Beat him in Master Mode

Sasori: Beat him in Master Mode

5th Hokage: Complete Hero Mode (to successfully beat master mode, you need to have 31 pieces of memory) not including the speical pieces. if you can find a piece go back into Crystal Cave or Forest of Delusion you'll find it there hopefully.
