Honestly? The guy probably wanted to give you the credit. He may even have agreed with you. Honestly, he doesn't have a choice though--most companies like this simply don't allow the first level support to do anything beyond parrot scripts, and punish them if they try actually be a decent person.

I would just like to say I work at a bank and I deal with a lot of people asking for refunded fees. Now, if the person is question comes in yelling and cussing, I don't offer to see if my manager will refund the fees. On the other hand, if the person is polite and/or in a difficult situation like yours and does not repeatedly overdraw their account and then demand refunded fees, I am the first to suggest we talk to the manager about the fee. Kindness is always rewarded with me. Jerks aren't.

I know this situation personally. I had a company that was taking my money for services I never wanted. I called them, and kindly said, "Hey, I noticed you're sorta, you know, stealing my money. Mind stopping that?" "Sure," they said, "thanks for bringing this up to us." Two months pass and they're still taking money from me. I call them. This time I yell. "HEY ASSHOLES, I'M POOR AS SHIT! GIVE ME A FUCKING BREAK!" They never charged me again Why do you need to be unpleasant to get what you want?
