The difference between heller and mercer is that heller is actually alive, where mercer died and the virus entered his body and is only using it as a host. Heller actually is a human. Heller got infected by alex and he wasn't killed before hand

I bet 10€ that you as James will fight Alex and when his life bar is at 0 there will be a cut scene with Mercer saying "Blablabla I'm not the bad guy", then they will become friends and kick some really ugly monsters ass... Boring.
