At last, we've arrived at the final level of my SMB3 hack. Bowser's Citadel is a multi-segmented level featuring lava, spikes, various hazards, and more instances of Rotodiscs being jerks. At the end is the traditional fight with Bowser.
The original version of this level was significantly more difficult, with more Podoboos, more Rotodiscs, more Bullet Bills, a random giant cannonball shooter, no free leaf at the beginning, fewer donut blocks, fewer note blocks (which, at the time, were the colored 4-directional variety) and a stricter time limit. When I had way too much trouble clearing the level, even with save states, I toned it down to the level you see in the video. It's still tough, but not near impossible.
If you're wondering why the level has no music, there's an interesting reason for that. At first, it was the standard castle theme, but as the level was nearly finished, the music for some reason decided to go south. It would play the castle theme once before switching off to another theme - exactly like in SMB3 Game Genie Orchestra, an old video of mine.
I'm still puzzled as to why this was going on, but disabling the music certainly fixed it. The other two levels with castle themes (Bouncy Castle and Chateau Autoscroll) are fine.
You can download the IPS patch at http://www.freewebs.com/elblocko . Yes, it's a totally rushed and plain website, but at least you can download the hack now. Maybe I'll get it posted on Zophar's Domain or somewhere else eventually, so just use the Freewebs link for now.

i need help here: the file at the end says .ips. I want to change it so it is a Nes file.How?

You don't actually changes IPS files into NES ones. Get the Lunar IPS program (search for it with Google) and apply the IPS patch to an existing Mario 3 ROM to get the levels to work.
