Yes, that was a pedestrian hit and run. Cops are never around when ya need them. That driver should be shot for leaving and not taking responsibility for his actions. I bet that guy has a busted pelvis and maybe broken legs, too. He's just not feeling it in the video yet because of the shock from the impact, but he will soon.
