he was only given psi flash in melee, he originally didnt have it in ssb64

yeah, but thats just because ness was the main character of earthbound, so he had his fair share and was brought in as the only character from earthbound to represent the series, just like all the others at first. they wanted to have him use more than just psi rockin' since psi is the main key of earthbound, so they gave him the other main psi moves (psi fire, psi thunder, etc).
besides, what else would ness' moveset be without other psi? all he has is stat changers, 1 attack, and psi lifeup

This how I would make it:
B: Kicking a koopa shell
Side B: Hammer Spin
Up B: That spinning attack you use with Z from the orginal, but going up
Down B: Spin Jump
His As would be the same as Ice climbers.

This is almost exactly what I thought. I imagine his up B would function like Link's down A on the way down. His dodge should be twirl and his smash should lose power if you charge too long.

Final smash could also have been the Huge Mario Star from Super Paper Mario but whatever. Nice attack thoughts.
