how to open a program with command prompt

how to make a command prompt so that it can open any
program ".exe"

*****READ ME FIRST****
read this then watch vid because i made it so the video just shows me doing it
im gonna do it on notepad




1st open notepad

then type in @echo

then go to the notepad icon and right click to properties

copy the "target"

then put that under @echo
then save as and name it wateva u want but put .bat at the end
example notepadopener.bat
then click save and your DONE
